On July 31, Circular SECEX nº 27/2023 was published, launching an investigation to check the existence of dumping in exports, from Malaysia, Thailand and China to Brazil, of gloves for non-surgical procedures for healthcare, used in medicine, dentistry and veterinary practices, commonly classified in the subitems of the Mercosur Common Nomenclature - NCM 4015. 19.00 and 3926.20.00, until March 31, 2022, and 4015.12.00 and 3926.20.00, as of April 1,2022, and the existence of damage to the domestic industry resulting from such practice.
These are gloves for non-surgical procedures for healthcare, used in medicine, dentistry and veterinary practices, and are made of latex (natural, synthetic or a mixture of both), or polyvinyl chloride.
The petition was filed by Targa Medical S.A.
The analysis of the dumping evidence considered the period from January to December 2022. The period of damage analysis considered the period from January 2018 to December 2022.

Assessing the public interest will be optional, upon a request submitted based on a duly filled out Public Interest Questionnaire or ex officio at the discretion of DECOM (Department of Trade Defense). Public interest will exist when the impact of imposing the antidumping measure on economic agents as a whole proves to be potentially more harmful, if compared to the positive effects of implementing the trade defense measure.
Interested parties may cooperate with the investigation by providing data for the filling of exporter, importer, or other national producer questionnaires in order to defend their interests, and to benefit from any individual antidumping margin, which is generally lower than the margin calculated on the basis of the information available.
