On March 12, 2026, SECEX/MDIC Circular No. 18/2026 initiated an investigation to determine whether there is dumping in exports of machined graphite electrodes, with a nominal diameter of 350 mm (14 inches), of any length, of the type used in electric furnaces, whether assembled or disassembled, from China and India to Brazil, and its effects on the domestic industry.
The petition requesting the initiation of the investigation was filed by the company Graftech Brasil Participações Ltda., considered responsible for the entirety of Brazil’s domestic production of the product during the injury analysis period.
The product is typically used in electric scrap melting furnaces for the production of steel and cast iron; ladle furnaces for the secondary refining of molten steel, cast iron, and metal alloys; and smelter-type furnaces for the melting/reduction of metal oxides, refractories, and the production of iron alloys in general.
The analysis of the evidence of dumping covered the period from April 2024 to March 2025, while the injury analysis covered the period from April 2020 to March 2025. For India and China, it was deemed appropriate to compare the normal value with the export price, both on an ex-factory basis. In the case of China, the normal value was established based on the price of the like product in a third market economy country, with India being the country adopted as the reference.
The participation of interested parties is essential and may result in more favorable individual margins. SECEX has published the deadlines for responding to questionnaires and for the registration of interested third parties:
