Dumping investigation in exports of flat carbon steel products from China to Brazil

 

Circular SECEX No. 43/2024 has been published, initiating an investigation to analyze the existence of dumping in the exports from China to Brazil of flat carbon steel products, whether hot-rolled or cold-rolled, in the form of sheets (non-coiled) or coils (rolls), of any width or thickness, cold-rolled, classified under NCM codes 7209.15.00, 7209.16.00, 7209.17.00, 7209.18.00, 7209.25.00, 7209.26.00, 7209.27.00, 7209.28.00, 7209.90.00, 7211.23.00, 7211.29.10, 7211.29.20, 7225.19.00, 7225.50.90, 7226.19.00, and 7226.92.00.

 

The petition initiating the investigation was submitted by Usina Siderúrgica de Minas Gerais (Usiminas).

 

The analysis of dumping evidence considered the period from January to December 2023. Meanwhile, the damage analysis considered the period from January 2019 to December 2023.

 

The following dumping margins for products originating from China were determined.

Interested parties may cooperate with the review referred to above by providing data related to the Exporter, Importer or other National Producer questionnaires within 30 days (extendable for another 30 days) from the date that they become aware of the investigation, to defend their interests and potentially benefit from an individual antidumping margin, which is generally lower than the margin calculated based on available information. Other potential interested third parties that have not received questionnaires may request their participation in the process by September 9, 2024 (20-day deadline).

Individual compensatory measure investigation is opened with regards to imports of PET film originating from India

 

SECEX Circular No. 42/2024 has been published, initiating an investigation to ascertain individual compensatory measure for producer/exporter applied to imports of biaxially oriented polyethylene terephthalate (PET) film, with a thickness equal to or greater than 5 micrometers and equal to or less than 50 micrometers, whether metallized or not, untreated or treated by coextrusion, chemical treatment, or corona discharge, hereinafter referred to simply as PET films, originating from India, classified under NCM subitems 3920.62.19, 3920.62.91, and 3920.62.99.

 

The petition that initiated the investigation was submitted by SRF Limited, which was not an interested party in the review of the duty concluded by means of Resolution GECEX No. 236, published in the Federal Register on August 30, 2021. The analysis of the evidence for subsidies considered the period from October 2022 to September 2023.

Individual dumping margin investigation is opened with regards to exports of PET film from India to Brazil

 

SECEX Circular No. 41/2024 has been published, initiating a review to ascertain the individual dumping margin for a new producer/exporter in the exports from India to Brazil of biaxially oriented polyethylene terephthalate (PET) film, with a thickness equal to or greater than 5 micrometers and equal to or less than 50 micrometers, whether metallized or not, untreated or treated by coextrusion, chemical treatment, or corona discharge, hereinafter referred to as PET films, classified under NCM subitems 3920.62.19, 3920.62.91, and 3920.62.99.

 

The petition that initiated the review was submitted by SRF Limited, which was not an interested party in the review of the duty concluded by means of Resolution GECEX No. 203, dated May 20, 2021. The analysis of the evidence for dumping considered the period from January to July 2023.
