The publication of SECEX Circular No. 48 initiated an investigation to ascertain the existence of dumping in exports, from China and India to Brazil, of pre-painted steels, classified under subitems 7210.70.10, 7210.70.20, 7212.40.10, 7212.40.21 and 7212.40.29 of the Mercosur Common Nomenclature (NCM).
Pre-painted steel consists of flat carbon steel sheets coated on one or both sides, with paint or varnish. They can have a substrate of carbon steel or plastic and are supplied in coils, rolls, or sheets, with or without protective or decorative film.
Companhia Siderúrgica Nacional (CSN) submitted the petition.
The analysis of evidence of dumping considered the period from April 2023 to March 2024. The analysis of injury considered the period from April 2019 to March 2024.

Interested parties will be able to cooperate with the investigation mentioned above by providing data to fill in the Exporter, Importer or other National Producer Questionnaires within 30 days (extendable for another 30 days) from the date that they become aware of the investigation, in order to defend their interests and possibly benefit from any individual anti-dumping margin, which is generally lower than the margin calculated based on the information available. Other potential interested parties who did not receive questionnaires may request their participation in the process by October 9, 2024 (20-day deadline).
