On April 10, 2023, SECEX (Foreign Trade Secretariat) Circular No. 11/2023 initiated the review of anti-dumping duties imposed by CAMEX (Brazilian Foreign Trade Chamber) Resolution No. 25/2018, applied to imports of lightweight cuche paper, commonly classified under subitem 4810.22.90 of the NCM (Mercosur Common Nomenclature), originating in Germany, Belgium, Finland, and Sweden.
Lightweight cuche paper is used mainly for printing magazines, catalogs, and advertising materials.
The petition was filed by B.O. Paper Brasil Indústria de Papeis Ltda., successor to Stora Enso Arapoti Indústria de Papel S.A., which was the petitioner in the original investigation.
The analysis of the likelihood of continuation or resumption of dumping considered the period July 2021 to June 2022. The analysis of the likelihood of continuation or resumption of injury considered the period from July 2017 to June 2022.
Considering that there were no exports of the product subject to the anti-dumping duty to Brazil, originating from countries under analysis during the investigated period, the likelihood of resumption was analyzed based on the comparison of the average normal value found in each origin entering the Brazilian market and the average sales price of the domestic like product in the same market.
Thus, from this rationale, relative differences have resulted as follows:

Since the weighted CIF regular cost for Germany, Belgium, Finland, and Sweden were found to be higher than the ex-factory price of the domestic industry, it is concluded that there are indications that producers/exporters from these countries would most likely resume their dumping practices if the anti-dumping duty were not extended. Consequently, these producers/exporters, in order to be competitive in the Brazilian market, would need to practice lower prices compared to the regular cost in their exports of cuche paper to Brazil, and resume their dumping practices in their exports to the country.
Interested parties may cooperate with the investigation by providing data for the completion of the Exporter, Importer, or other National Producer Questionnaires, to defend their interests and get benefit from any individual anti-dumping margin, which is generally lower than the calculated margin based on the available information.
