Launching of investigation into potential dumping in exports of coated flat-rolled products from China to Brazil

The publication of SECEX Circular No. 47 initiated an investigation to ascertain the existence of dumping in exports, from China to Brazil, of coated flat-rolled products, commonly classified under subitems of 7210.30.10, 7210.30.90, 7210.49.10, 7210.49.90, 7210.61.00, 7210.69.11, 7210.69.19, 7210.69.90, 7212.20.10, 7212.20.90, 7212.30.00, 7225.91.00, 7225.92.00, 7225.99.90, and 7226.99.00 of the Mercosur Common Nomenclature (NCM), originating from China to Brazil. The investigation also checked for any signs of resulting damage to the national industry.

 

The product under investigation is flat-rolled steels, whether alloyed or non-alloyed, electro-galvanized or processed by another method (except for corrugated), or aluminum-coated, regardless of whether they are pure, jointly alloyed (aluminum-zinc) or alloyed with other metals, in the form of coils or not, originating from China.

 

ArcelorMittal S.A., Companhia Siderúrgica Nacional (CSN) and Usinas Siderúrgicas de Minas Gerais S.A. submitted the petition.

 

The analysis of evidence of dumping considered the period from January to December 2023. The analysis of injury considered the period from January 2019 to December 2023.

 

For the purposes of initiating the investigation, the following absolute and relative dumping margins for China were determined:

Interested parties will be able to cooperate with the investigation and/or review mentioned above by providing data to fill in the Exporter, Importer or other National Producer Questionnaires within 30 days (extendable for another 30 days) from the date that they become aware of the investigation, in order to defend their interests and possibly benefit from any individual anti-dumping margin, which is generally lower than the margin calculated based on the information available. Other potential interested parties who did not receive questionnaires may request their participation in the process by September 23, 2024 (20-day deadline).
