On February 9th, SECEX Circular No. 4/2024 was published, launching the investigation of anti-dumping duties applied to exports, from China to Brazil, of phthalic anhydride, commonly classified under subitem 2917.35.00 of the Mercosur Common Nomenclature (NCM).
The product under investigation is phthalic anhydride, also called benzene-1,2-dicarboxylic acid anhydride and anhydride of phthalic acid. The phthalic anhydride that is the subject of this process is widely used in the manufacture of plasticizers, alkyd resins, unsaturated polyester resins, synthetic dyes, aromatic polyester polyol, among others in smaller volumes.
The petition was presented by Petrom Petroquímica Mogi das Cruzes S.A.
The analysis of evidence of dumping considered the period from July 2022 to June 2023, and the analysis of injury considered the period from July 2018 to June 2023.

Interested parties will be able to cooperate with the investigation by providing data to fill in the Exporter, Importer, or other National Producer Questionnaires, in order to defend their interests, and to benefit from any individual anti-dumping margin, which is normally lower than the margin calculated based on the information available.
