New antidumping investigation on tempered glass for use in household appliances (NCM 7007.19.00)
On September 1st , 2026, SECEX/MDIC Circular No. 85/2026 initiated an antidumping investigation to determine the existence of dumping in exports of tempered glass for use in cooking and washing appliances from China to Brazil, and the resulting injury to the domestic industry.
The petition requesting the initiation of the investigation was filed by the Brazilian Association of Glass Industries (Associação Brasileira das Indústrias de Vidro - ABIVIDRO), on behalf of Viprado Indústria e Comércio de Vidros Ltda. and Schott Flat Glass do Brasil Ltda., with the support of Casa do Vidro Vitor Carlos Tres & Cia Ltda. The supporting companies accounted for 100% of the production of the domestic producers that expressed a position on the petition.
The product is used in the manufacture of cooking and washing appliances, including stoves, ovens, range hoods, cooktops, washing machines, tumble dryers, and dishwashers. Depending on its intended application, it is used in lids, stovetops, control panels, structures, and internal and external glass components, and may be curved, drilled, screen-printed, or coated with an aluminum layer.
The analysis of evidence of dumping covered the period from October 2024 to September 2025, while the injury examination covered the period from October 2020 to September 2025. For purposes of initiating the investigation, normal value was determined on the basis of a constructed normal value in China, using the production cost structure of a domestic industry producer, quotations for raw materials and labor in China, and the operating expense and profit ratios of the Chinese producer Jiangsu Xiuqiang Glasswork Co. Ltd. Normal value was established on a delivered basis, while the export price was determined on an FOB basis using official import data from the Brazilian Federal Revenue Service.
The participation of interested parties is essential and may contribute to the determination of more favorable individual dumping margins. The deadline for the registration of additional interested parties in the investigation is September 21, 2026 (Monday), pursuant to Article 45, Paragraph 3 of the Brazilian Antidumping Decree.
