SECEX initiates antidumping investigation on reciprocating compressors for refrigeration (NCM 8414.30.11)
On April 30, 2026, SECEX/MDIC Circular No. 34/2026 initiated an investigation to determine the existence of dumping in exports of Reciprocating Compressors for Use with R600a Refrigerant, with a capacity of up to 350 Watts (equivalent to 301 frigories/hour), under ASHRAE LBP (Low Back Pressure) conditions, from China to Brazil, and of injury to the domestic industry resulting therefrom.
The petition requesting the initiation of the investigation was filed by Nidec Global Appliance Brasil Ltda., which accounted for a significant share of domestic production of the like product during the period of investigation. To verify representativeness and the degree of support for the petition, consultations were conducted with Tecumseh do Brasil Ltda. and the Brazilian Association of Machinery and Equipment Manufacturers (ABIMAQ), in addition to official letters sent to Bitzer and Elgin. Based on the information available, it was determined that Nidec represented the entirety of the companies that expressed support for the petition.
The product under investigation is used in refrigeration systems, particularly in low- and medium-capacity applications, and is primarily intended for freezers and refrigerators. According to the petition, the product may also be used in water coolers and water purifiers, as well as in other equipment requiring refrigeration on a smaller scale.
The analysis of evidence of dumping covered the period from July 2024 to June 2025, while the injury examination covered the period from July 2020 to June 2025. It was determined that market economy conditions do not prevail in China"s reciprocating compressor sector; accordingly, normal value was established based on the price of the like product in a market economy country, with Mexico serving as the surrogate country. For the purpose of initiating the investigation, normal value on an ex works basis was compared with the export price on an FOB basis, which constitutes a conservative comparison, as it does not account for inland freight in normal value, whereas the export price includes transportation costs to the port.
The participation of interested parties is essential and may contribute to the determination of more favorable individual dumping margins. The deadline for the registration and qualification of additional interested parties in the investigation expires on May 25, 2026 (Monday), pursuant to Article 45, paragraph 3, of the Brazilian Antidumping Decree.
