New anti-dumping investigations on Chinese exports of carbon steel sheets and pre-painted steel are launched

Two anti-dumping investigations concerning Chinese exports have been launched. The first one, by SECEX Circular No. 9/2024, covers exports from China to Brazil of carbon steel sheets, alloyed or non-alloyed, of any width with a thickness of less than 0.5 mm, commonly classified under the NCM codes 7210.12.00, 7210.50.00, 7212.10.00 e 7212.50.90.

 

The product under investigation is an input to produce metal packaging for the storage of foods, paints, aerosols, cosmetics, chemicals, and household appliances, among others.

 

To initiate the investigation, the following absolute and relative dumping margins were determined for China:

In turn, the second investigation concerns exports from China to Brazil of pre-painted steel, classified under NCM codes 77210.70.10, 7210.70.20, 7212.40.10, 7212.40.21, and 7212.40.29.

 

The main applications for this product include construction, automotive, white-goods household appliances, and packaging, among others.

 

Both petitions were submitted by the same petitioner, Companhia Siderúrgica Nacional, and consider the same period of analysis of dumping and injury, in which the analysis of the evidence of dumping considered the period from July 2022 to June 2023, and the analysis of injury considered the period from July 2018 to June 2023.

 

Interested parties will be able to cooperate with the investigation by providing data to fill in the Exporter, Importer, or other National Producer Questionnaires, to defend their interests, and to benefit from any individual anti-dumping margin, which is normally lower than the margin calculated based on the information available.
