Brazil: Public consultation on the Telecom model has high number of contributions

The public consultation launchedby the Ministry of Communications (MC) on the Brazilian Telecom regulatory framework has concluded with 915 contributions presented by different companies, individuals, non-governmental organizations and scholars.

The main focus of contributions from, among others, telecommunication carriers and Over the Top Content (OTT) companies was the deregulation of telecommunications services, so as to establish a regulatory symmetrybetween the telecommunications and OTT services, which, currently, are considered “value added services”.

The Working Group created by the MC to handle this matter should issue its report until the end of January. Then, the MC and the Brazilian President will analyze the proposals included in the report with the goal of drafting either a bill of law, an executive decree or a regulation from the Brazilian Telecommunications Agency (ANATEL).
